This is a hybrid position (3 days on-site and 2 days remote every week).

Axiom is looking for a Records Manager III to support Records and Information Management (RIM) services for the Federal Trade Commission. This position requires extensive experience and expertise in providing agency-wide Records Services Administrative Support with minimal oversight. Responsibilities include, but are not limited to:

  • Organize, document and package records for shipment (pack boxes, prepare box inventories, arrange for shipment to offsite storage)
  • Perform records retrieval and re-file services for records stored in off-site records storage facilities
  • Perform and/or coordinate delivery service of records and records management supplies to FTC Bureau Divisions and Offices in the D.C. area and in FTC regions
  • Manage the records management services email box and telephone line, ensuring that staff requests for RM assistance receive a timely response in accordance with customer service requirements (acknowledgement of receipt of request within 1 business day and final response sent within 5 business days from receipt of request).
  • Receive, research information about, implement, respond to, and document litigation hold placements and lifts from agency staff for records in off-site storage, including lifting and placing hold orders on boxes in off-site storage as instructed by agency staff
  • Place orders for staff requests for records from and return records to off-site storage
  • Receive, respond to, and document FOIA requests for records in off-site storage
  • Research, respond to, and document staff research requests for information about records in off-site storage
  • Respond to and document staff requests to store paper documents in off-site storage by researching electronic records, and by reviewing and providing inventory form correction instructions and denial of storage decisions
  • Create and manage a variety of documentation and metrics as required to meet administrative services needs and management requirements
  • Monitor, instruct agency staff, and report on the coding of cases under or lifted from litigation hold status in investigation and litigation system(s)
  • Maintain records and information management SOPs for administrative activities, including research methods and tools used for researching and responding to litigation holds, FOIA, and research requests of off-site stored paper records

Records Manager III shall serve as a records and information management (RIM) subject matter expert, responsible for serving as the subject matter expert and authority on records scheduling processes, methods, and federal requirements associated with the establishment and implementation of agency records management program methods, practices, and procedures. The job duties of the Records Manager III include, but are not limited to:

  • Conducting and managing agency inventories and records schedule development
  • Managing records disposition activities in accordance with federal requirements

The Records Manager III shall, at a minimum, meet the following qualifications:

  • 5-7 years of experience with demonstrated technical knowledge, experience, and leadership in methods, practices, and procedures of federal records management, specifically scheduling records in all media
  • In-depth knowledge of records appraisal and legal research for the development of records schedules and disposition instructions that meet agency and NARA requirements
  • Demonstrated technical capabilities in developing records schedules according to federal regulations, agency business needs, and supporting clearance through the agency and NARA
  • Demonstrated ability to conduct and document business and work process analyses, records creation practices and methods, and the processes and methods applied to develop agency-specific records schedules
  • Ability to research, document, and explain complex and/or technical topics relating to federal records management and information governance to those who have no prior knowledge of federal policies, processes, and technologies
